Verify a one-time passcode
Checks a code against an outstanding challenge, identified by id or by to. Attempts are limited and a verified challenge cannot be replayed. Repeated wrong codes lock the number for an hour: while it is locked even the right code is refused with otp_locked, and no new code can be sent.
